The S. V Government Arts and Science Degree College, Palem, a co-education- institution, was established in June 1963 to cater to the higher education needs of the rural students of the locality. Thotapally Subbaiah Garu, a local philanthropist, was instrumental in starting a series of educational institutions, hospitals, marriage hall, mahila mandali building and a temple in this educationally and economically backward village cluster. This institution was started as a private college and was later transferred to the Andhra Pradesh Government in 1981. The college is affiliated to the Osmania University and included under the 2f and 12B list of University Grants Commission (UGC) in 1964. The college has a campus area of 5 acres of land in a rural setting. The institution offers only Science degree programmes in three-subject combinations a) Physics, Chemistry & Mathematics (PCM), b) Botany, Zoology & Chemistry (CBZ) and c) Botany, Zoology and Computer Application (BZCa). In addition, Telugu and English are taught as second languages. One programme with Botany, Zoology and Computer application is under self financing stream. The total strength of students is 648 (412 male and 236 female). The college has a faculty of 8 permanent and 12 Contract teachers. There are 6 (3 administrative and 3 technical) non-teaching staff. Two teachers possess Ph. D and one has M. Phil degrees. The pass percentage is about 65 on an average.
